What coverage means here
Manitoba is flagged Partial, which means the register covers the province, but municipal sources are limited and recent construction will lag further than in better-served provinces.
Coverage is weakest in recently built areas everywhere, because the register publishes an address only once two independent sources agree on it. Where a municipal source is available it shows new construction sooner — see choosing between them.
What is distinctive about MB address data
Winnipeg accounts for the majority of Manitoba’s addresses, and publishes its own open data. Outside the capital region, coverage relies on the national register and is thinner in the north.
The thing that trips people up
Northern Manitoba includes communities where the register carries a representative position rather than a structure position. Check the accuracy class distribution before using northern data at the block level.

National register. The Statistics Canada National Address Register covers all of Manitoba, refreshed twice a year. Carries unit counts at every building location, and census identifiers we attribute at current vintage.
Municipal open data. 3 municipalities in Manitoba publish their own address files under licences permitting redistribution. Where one covers your area you can download it instead of, or alongside, the national extract.
Winnipeg’s open data is well maintained. Coverage elsewhere is sparse.

Each carries the number of addresses behind it and how far they spread, which is how you tell an urban code serving one blockface from a rural code covering a route. Derived from the National Address Register, not supplied by a postal authority, and not certified for mailing.

Free. Register with an email address and download at full coverage — there is no trimmed free tier and no paid tier above it.
Licensing is short: broad internal use, attribution required, no redistribution of the raw files.
